Fall and spring are usually transitional phases lasting a month or so. I don't think this is something that has changed much in my three plus decades here. I like the Metroplex for the things it offers, Big City feel, cosmopolitan, diversity, great sports scene, Six Flags, etc, etc. However, Phoenix seems a little more family friendly and has the connivence of being within 5 hours of Vegas, LA, and San Diego.

That area has always been sketchy and crime prone regardless of political parties. There is typically a correlation with the number of homeless people and how liberal a city is. You should know this. The education system isn't good either. Also, the lack of greenery isn't good either. The whole area just looks brown/red and dry.
